Housing Department Programs
Our funding is dedicated to supporting the housing needs of Tribal Members residing within the Haines Borough Service Area. While we strive to assist as many eligible applicants as possible, submission of an application does not guarantee assistance. Program participation is contingent upon meeting eligibility requirements, complying with program guidelines, and the availability of funding.
The Housing Department currently offers the following programs:
Down Payment Assistance
Tribal members are eligible for Homeownership Assistance to help with the purchase of a primary residence. A one-time down payment assistance grant of up to $10,000 will be provided directly to the lender upon execution of a binding purchase agreement and verification of program eligibility. Assistance is subject to program requirements and available funding.
Emergency Homeowner Rehabilitation
Tribal members are eligible to apply for Emergency Rehabilitation and Repair Assistance. Assistance will be provided in accordance with the Housing Policy, program requirements, and available funding. Eligibility must be verified annually, and participants may reapply each year.
Homelessness Prevention
Tribal members are eligible for assistance to prevent eviction and homelessness or to obtain safe and stable housing when experiencing homelessness or facing imminent homelessness. Eligible assistance may include rental payments, past-due rent, and security deposits, subject to program requirements and available funding.
Homeowner Rehabilitation
Tribal member homeowners are eligible to apply for Housing Rehabilitation Assistance. Assistance will be provided in accordance with program rules, regulations, and available funding. Eligibility must be verified annually, and participants may reapply each year.
Rental Subsidy
This program provides rental assistance to low-income Alaska Native and American Indian families residing in the 4-plex units. The subsidy covers the difference between the established monthly Market Rent (or Contract Rent) and 30 percent of the tenant household's adjusted monthly income, helping ensure that housing costs remain affordable.
Housing Staff
Aliza Tompkins, Housing Director
Aliza is a Chilkoot Indian Association Tribal member born and raised in Haines, Alaska. She graduated from Haines High School and went on to achieve an Association of Applied Science with honors at ITT Technical Institute in Seattle, Washington.
Her work experience includes twenty-five plus years in customer service which includes seventeen years of Trust Accounting and the interpretation of IRS Legislation working as a pension analyst.
